NCPD Representation at the ID4Africa Annual General Meeting
The ID4Africa Annual General Meeting, held in Abidjan, Côte d’Ivoire, from 12–15 May 2026, is Africa’s leading forum on digital identity and the role of identification systems in governance, inclusion, and development.
Globally, an estimated 4.4 million people are reported as stateless or of undetermined nationality, although the actual figure is believed to be much higher. Millions of refugees and vulnerable populations lack access to trusted identity credentials issued by national authorities, limiting their ability to access essential services, achieve self-reliance, and pursue durable solutions. Inclusion in national digital identity systems is therefore critical to advancing social and economic inclusion.
Representing the National Council for Persons with Disabilities, Ms. Lilian Namukasa, Programs Manager, highlighted the importance of ensuring that persons with disabilities and other vulnerable groups are not left behind in digital identity initiatives. She emphasized the need for deliberate efforts to promote inclusion through targeted awareness campaigns, community sensitisation, and the establishment of accessible registration and service points.
Ms. Namukasa noted that inclusive digital identity systems are essential for enabling persons with disabilities to access government services, social protection programmes, education, healthcare, financial services, and other opportunities that contribute to their full participation in society.
Her participation at the forum underscores Uganda's commitment to advancing inclusive digital transformation and ensuring that national identification systems are accessible to all, regardless of disability or vulnerability.
